To determine your estimated personal property or real estate taxes:

  • Apply these amounts in the formulas below.
  • Please note: Neither the Assessor nor Collector of Revenue is responsible for setting budgets in each political subdivision or for establishing the tax rate of each individual political subdivision. The examples in the formulas provided below use $100,000 for estimated market value of the property for consistency and clarity.

    Example Of A Property Tax Calculation

    The tax rate for a property is determined by how many city and school districts a property lies within, and adding together the rates applied by each. This aggregate rate is referred to as the mill levy. Generally, every city, county, and school district has the power to levy taxes against the properties within its boundaries. Each entity calculates its required mill levy, and they are then tallied together to calculate the total mill levy.

    The mill levy is the total tax rate levied on your property value, with one mill representing one-tenth of one cent. So, for $1,000 of assessed property value, one mill would be equal to $1.

    For example, suppose the total assessed property value in a county is $100 million, and the county decides it needs $1 million in tax revenues to run its necessary operations. The mill levy would be $1 million divided by $100 million, which equals 1%. Or, if the city and the school district calculated a mill levy of 0.5% and 3%, respectively, the total mill levy for the region would be 4.5% or 45 mills.

    To calculate a tax bill, two further steps are required. First, a propertys value is assessed via one of the methods described below. Then, the value is multiplied by the assessment rate, which varies by jurisdiction and represents the percentage of a property on which taxes are due.

    How Do Homeowners Find Out How Much Their Property Taxes Are

    County assessors first must determine the market value of your home. There are three different methods for this, and they can use a single method or a combination of the three.

    • Sales Evaluation: The assessor uses the sales prices of similar homes in your area to value your property, and adjusts based on any renovations and other factors specific to the home.
    • Cost Method: The assessor determines your property value based on how much it would cost to replace it, taking into account depreciation and the costs of labor and building materials.
    • Income Method: The assessor evaluates how much you could potentially earn from renting the property, factoring in the costs of insurance, taxes, maintenance, and property management.

    After determining the home’s market value, the assessor applies an assessment rate to find out the amount of your home’s value that can be taxed. This is a percentage that varies by tax jurisdiction it could be anything below 100%. The assessor then applies your local mill levy to determine the amount of property tax due.

    Finally, the assessor sends you the assessed value of your property and issues an updated tax bill.

    Determine If Your Local Taxes Are Increasing

    To determine if your local taxes are increasing, you should examine tax levies not tax rates. Tax rates are not accurate indicators of how much more a school district or local government is collecting in taxes this year. This is because tax rates are based on the total taxable assessments in school district or municipality. If the value of property in the jurisdiction changes, that will skew the tax rate. For example:

    • a town increases its assessments but keeps the tax rate the same. As a result of the increased assessments, the town collects more in taxes. To collect the same amount in taxes, the tax rate should drop proportionally.

    If you want to know if the school district, city, town, or county is spending more, look at the budget. If you want to know if it’s collecting more in taxes, look at the levy and the total amount to be collected in taxes.

    Property taxes are a primary source of funding for local government units, including counties, cities and towns, townships, libraries and other special districts including fire districts and solid waste districts. Property taxes are administered and collected by local government officials. These funds are used to pay for a variety of services including welfare police and fire new construction and maintenance of buildings local infrastructure like highways, roads and streets and the operations, including salaries, of the local units of government.

    Property taxes are an ad valorem tax, meaning that they are allocated to each taxpayer proportionately according to the value of the taxpayer’s property. The statewide average revenue distribution for each property tax dollar is as follows:

    Property Taxes By State

    Overall, homeowners pay the most property taxes in New Jersey, which has some of the highest effective tax rates in the country. The states average effective rate is 2.42% of a home’s value, compared to the national average of 1.07%.

    With an average effective rate of 0.28%, the least expensive state for property taxes is Hawaii, surprisingly. Despite its reputation as a costly place to live, Hawaii has generous homeowners exemptions for primary residents that lower taxable values considerably. The tax break generally helps those who live in Hawaii full-time, rather than those who own a second home there.

    Also of note are Colorado and Oregons property tax laws, which voters put in place to limit large taxable value increases. Many states dont have caps on how much property taxes can change annually, but those two are examples of state governments that put laws in place because of taxpayer concern.

    Jurisdictions in all 50 states and the District of Columbia impose property taxes. Most property tax revenue comes from local levies on land and improvements to it, but some states also tax personal property .


    While property taxes are a significant source of local government revenue, they are a very small revenue source for most states . State governments levied property taxes in 36 states in 2017, collecting $16 billion in revenue, or 1 percent of their own-source general revenue. Meanwhile, local governments collected $509 billion from property taxes in 2017, or nearly half of their own-source general revenue.

    Property taxes are the largest own-source of revenue for counties, cities, townships, school districts, and special districts, which are specific-purpose units, such as water and sewer authorities. School districts rely quite heavily on property taxes, collecting $212 billion in 2017, which was 83 percent of their own-source general revenue. Because school districts receive substantial intergovernmental transfers, own-source revenue makes up less than half of their total general revenue.

    Every U.S. state charges property taxes. Each state has set a minimum tax rate. However, the rates vary by state and some states have a higher tax rate than others. According to PropertyClub, certain individuals are exempt from property taxes in some states.

    Every local taxing entity in Texas calculates property taxes using the same method. The appraised property value is reduced by any qualifying exemptions or special appraisals, divided by 100, then multiplied by the tax rate established for each entity. The product of that equation is the property tax amount owed to a particular taxing body. The formula looks like this:
