Vehicles Purchased After August 16 202: New Final Assembly Requirement

Exactly how the tax current $7500 EV Tax Credit works

If you buy a qualified electric vehicle between August 17, 2022 and December 31, 2022, the same rules apply, plus the vehicle must also undergo final assembly in North America.

To see if your model meets the assembly requirements, check the Department of Energy’s page on Electric Vehicles with Final Assembly in North America. On that page you can:

  • Confirm the assembly location for your specific vehicle using the VIN Decoder tool under “Specific Assembly Location Based on VIN.”
  • Check a list of qualifying Model Year 2022 and early Model Year 2023 electric vehicles under “For Vehicles Purchased before January 1, 2023.”

Because some models are built in multiple locations, you should check both criteria for any specific vehicle.

How Is The Ev Tax Credit Calculated

Since hybrids are also eligible for EV tax credits, there is a formula used to calculate the total EV tax credit based on the size of the battery pack. However in almost all cases, full electric vehicles receive the maximum amount of $7,500 unless subject to the phase-out .

  • $2,500 for a minimum of a 5 kWh battery pack
  • $417 for any battery pack
  • $417 for every kWh over a 5 kWh

Here are a few sample calculations to help you understand how to calculate EV tax credits.

  • BMW i8 has a 7.1 kWh battery pack. $2500 + $417 + = $3,793
  • Toyota Prius has a 8.8 kWh battery pack. $2500 + $417 + = $4,502
  • Hyundai Ioniq 5 has a 77.4 kWh battery park. $2500 + $417 + = $33,108 $7,500

How Does A Federal Tax Credit Work For My Ev

The idea in theory is quite simple, per the IRS You may qualify for a credit up to $7,500 under Internal Revenue Code Section 30D if you buy a new, qualified plug-in EV or fuel cell electric vehicle . The Inflation Reduction Act of 2022 changed the rules for this credit for vehicles purchased from 2023 to 2032.

With that said, you cannot simply go out and buy an electric vehicle and expect Uncle Sam to cut $7,500 off your taxes in April. In reality, the amount you qualify for is based on both your income tax as well as several specifications of the electric vehicle you purchase, including where its built. More on that below.

First, lets take a second to truly understand how the Federal EV tax credit currently works.

Final assembly requirement. Until recently, many EVs were eligible for a $7,500 tax credit. However, the signing of the Inflation Reduction Act in August 2022 had a massive impact on EVs and plug-in hybrids. The biggest reason was a requirement for final assembly to take place in the U.S. in order to get the tax credit.

After August 16th, this caused vehicles like the Toyota RAV4 Prime to no longer qualify for a tax credit. However, a transition rule allows those with a “written binding contact” in place before August 16th to get around the final assembly requirement. Sadly, the meaning of a written binding contract can vary from state to state.

Does a reservation deposit on an EV still get you the tax credit? Does a confirmed order for an EV get you the tax credit? The answer may vary, so speak with a tax professional for the most accurate advice. Having said that, some automakers responded by immediately canceling lease incentives, causing big price hikes.

For example, VW and Audi stopped offering lease cash once President Biden signed the Inflation Reduction Act into law. Similarly, Toyota canceled lease programs on EVs and plug-ins, causing lease payments to skyrocket over $100 per month. Even Subaru immediately stopped offering a $7,500 incentive on the Solterra.

Ev Sourcing Requirements And Manufacturing Requirements

Cheap Electric Cars Won

Speaking of limits, before the Inflation Reduction Act, manufacturers that produced more than 200,000 electric vehicles couldnt qualify for the EV tax credit because it was phased out once the manufacturer reached the 200,000-car cap. The Inflation Reduction Act removes that cap, which means that some cars made by manufacturers who exceeded the 200,000 limit will now be eligible to claim the credit.

However, to spur domestic production of clean vehicles, the Inflation Reduction Act also requires that the final assembly of qualifying clean vehicles occur in North America.

The final assembly requirement is effective as of the day President Biden signed the Inflation Reduction Act into law . There is a similar requirement that minerals and other key components that are used to manufacture EVs, also be primarily sourced in North America.

Obtain A Letter Of Certification From The Dealer

The IRS sends a letter of certification to automakers that notes the make, model, and year of the EVs it sells that qualify for credits. When you buy a plug-in car, the dealer will give you a copy.

One note of caution during this step: Since the IRS certificates may be sent before new legislation is passed by Congress, you should confirm the vehicle qualifies before the purchase process.

Could Requirements Be Eased To Make More Evs Eligible

Thats not clear yet. Some U.S. allies are upset over North American manufacturing requirements that disqualify EVs made in Europe or South Korea.

The requirements knock Hyundai and Kia out of the credits, at least in the short term. They plan to build new EV and battery plants in Georgia, but those wont open until 2025. European Union countries fear that the tax credits could make their automakers move factories to the U.S.

Ev Tax Credit Income Limit

Although the EV tax credit will effectively be expanded, the Inflation Reduction Act also imposes income limits on who can claim the credit.

If youre single, and your modified adjusted gross income is over $150,000, you wont qualify for the EV tax credit. The EV tax credit income limit for married couples who are filing jointly is $300,000. And if you file as head of household and make $225,000 or more, you also wont be able to claim the credit.

Vehicle price and type also matter. Vans, pickup trucks, and SUVs with a manufactures retail suggested price of more than $80,000, wont qualify for the credit. For clean cars to qualify for the EV tax credit, the MSRP cant be more than $55,000.

Also, if you buy a used clean vehicle, it will only qualify for the tax credit if it costs $25,000 or less. And in case you were wondering, used or previously owned for purposes of the EV tax credit, mean that the car is at least two years old.

How Does The Tax Credit Work

How to Claim the $7,500 Electric Vehicle Tax Credit | Rob.CPA

A tax credit reduces the total amount of income tax you owe. So, if you owed $10,000 in federal income tax, the $7,500 EV credit would reduce the amount you owed to $2,500. With a credit, your actual savings would be $7,500.

It is important to understand however that if the taxes you owe are less than the credit, then you will only save on that amount. For example, if you owe $3,500 in income taxes this year, that is the tax credit you will get. Any unused tax credit does not carry over to the next year. Under the new EV laws however, you can receive the credit upfront at the dealership.

Which Evs Qualify For The Ev Tax Credit

The North American assembly requirements, and income limits and price caps mean that a segment of high-earning car buyers wont be able to claim the credit. Also, several popular clean vehicles dont qualify for the EV tax credit, which has caused some confusion.

In response, the IRS and the Treasury Department have published information designed to help you know whether the vehicle you want to buy will qualify for an EV tax credit under the Inflation Reduction Act. That information includes a list of vehicles that do qualify and answers to frequently asked questions.

The Department of Transportation also has a tool on its website where you can enter the vehicle identification number of the electric vehicle you’re interested in to determine its eligibility for the EV tax credit. This guidance might help you decide whether its better to wait and buy an EV next year, or to make that purchase now.

    Which Vehicles Are Eligible

Because of the many remaining uncertainties, thats not entirely clear.

General Motors and Tesla have the most EVs assembled in North America. Each also makes batteries in the U.S. But because of the requirements for where batteries, minerals and parts must be manufactured, its likely that buyers of those vehicles would initially receive only half the tax credit, $3,750. GM says its eligible EVs should qualify for the $3,750 credit by March, with the full credit available in 2025.

Until Treasury issues its rules, though, the requirements governing where minerals and parts must be sourced will be waived. This will allow eligible buyers to receive the full $7,500 tax incentive for qualifying models early in 2023.

The Energy Department says 29 EV and plug-in models were manufactured in North America in the 2022 and 2023 model years. Theyre from Audi, BMW, Chevrolet, Chrysler, Ford, GMC, Jeep, Lincoln, Lucid, Nissan, Rivian, Tesla, Volvo, Cadillac, Mercedes and Volkswagen. Yet because of price limits or battery-size requirements, not all these vehicle models will qualify for credits.

A Top Priority to Address Poverty: Strengthening the Child Tax Credit ...

Its true! Many new electric vehicles do qualify for a tax credit up to $7,500 according to the U.S. Department of Energy. Keep in mind that not all electric vehicles qualify due to vehicle requirements or phase-out of the tax credit based on quantity sold. Lets learn more about how do EV tax credits work.

All-electric and plug-in hybrid cars purchased new in or after 2010 may be eligible for a federal income tax credit of up to $7,500. The credit amount will vary based on the capacity of the battery used to power the vehicle. State and/or local incentives may also apply.

Claiming State Rebates And Credits On Top

As of September 2018, there were seven states offering $2,000 or more in EV incentives on top of the $7,500 from the feds. In Connecticut and Delaware , the incentives are rebates and can be deducted from the price of the vehicle regardless of taxes owed.

However, in Colorado, which offers the highest incentive on top of the federal credit, youd have to owe $12,500 in taxes to claim the full amount.

The program in place in California helps out low-income buyers who may not be able to claim thousands in tax credits. There, up to $7,500 in state and local rebates can knock that amount off the price of a new EV.

If you have a question about your specific tax situation, your accountant would be the one to ask.

This New Incentive Helps Pay For Your Next Electric Vehicle Heres The Catch

A federal tax credit included in the Inflation Reduction Act aims to expand access to electric vehicles , while also introducing new limitations that could make it hard to qualify for now.

The IRA, signed into law last week by President Joe Biden, is poised to revamp the U.S. energy landscape by making greener technology more affordable for lower- to middle-income consumers, as well as deliver other reforms on drug pricing, tax enforcement and more. But despite its transformational potential, new requirements in the law that start Jan. 1, 2023, actually make most currently available EVs ineligible for the credit.

No matter what, the auto industry is making the transition to electric power. California regulators on Thursday voted to implement a plan to ban the sale of gasoline-powered cars by 2035, a move intended to divert business instead to EV manufacturers. As the largest market for auto sales in the United States, Californias moves on emissions and climate are broadly influential and a dozen or so other states are expected to follow suit, including Washington and Massachusetts.

Heres what electric vehicle researchers and a tax expert say you need to know about requirements to claim the tax credit, which vehicles qualify and more.

Can A Tax Credit Increase My Refund

Tax credits differ from tax deductions. Tax credits can increase the money you are refunded and reduce the money that you owe to the IRS that year. So yes, an electric vehicle tax credit can potentially increase your annual tax refund. This can be viewed in two ways.

You can check your EV of interests eligibility and consider the price reduced if it is eligible. Another way to look at it is, youre paying the full price for your EV, and your Uncle Sam will pat you on the back for doing the right thing around tax time. Either way, electric vehicles are more affordable than ever before, and automakers like Tesla are looking to drop prices even lower.

    What About Used Evs

How the $7,500 EV Tax Credit works… and doesn’t work– plus PA rebates!

The tax credit for used EVs will be calculated at either 30% of the vehicle’s value or $4,000, whichever is less. The rules for used EVs also take effect on January 1, 2023, and are as follows:

    • Price limit for used vehiclesThere is a hard eligibility ceiling at a sale price of $25,000 for all used EVs regardless of type.
    • Income limitsfor used vehiclesBy filing status, the limits are:
    • Joint tax returns or a surviving spouse: MAGI must not exceed $150,000.
    • Head of household: MAGI must not exceed $112,500.
    • Individual or any other filing status: MAGI must not exceed $75,000.
    • Other eligibility requirements for used EVs
    • The vehicle must be at least two model years older than the calendar year in which it is purchased.
    • The used EV tax credit will only apply once in the vehicle’s lifetime. Subsequent owners will not be eligible.
    • Once a buyer has taken the federal used EV credit, they are not eligible for another credit for three years.
    • The vehicle must be for personal use and “not for resale.”
    • The vehicle must be purchased through a dealer.
    • Only an individual may claim the used EV tax credit. Businesses are excluded.

    Will This Change Anytime Soon

Maybe. Joe Biden has floated introducing a point-of-sale rebate for EVs, meaning buyers would get an up-front discount rather than a tax-time credit. Some Democratic lawmakers want to increase the credit and eliminate the 200,000-unit rule, which would bring Tesla and GMâs popular vehicles back into play.

Thereâs also been talk of creating price and income caps. As it stands now, a surgeon who buys a $160,000 Bentley Bentayga Hybrid gets the same credit as a teacher who picks up a $27,400 Nissan Leaf.

Biden has talked a big game about aggressively pushing the US toward an electric future. So thereâs reason to believe he will work to make the EV tax credit more effective and equitable.

In 2020, a decade after the policy was launched, plug-ins made up just 2.2% of light vehicle sales in the US, so the White House may have no choice.
