Tennessee Collects $114b In Sales Taxes In October Putting State $5855m Over Revenue Estimate

Pedestrians walk on Lower Broadway in Nashville, Tenn., on Aug. 26, 2020.

The state of Tennessee has collected $585.8 million more than budgeted in taxes and fees in the first three months of the fiscal year.

Thats after the state collected $4.6 billion more than its initial budgeted estimate for last fiscal year. Tennessees State Funding Board heard testimony Thursday from economists as it worked toward establishing next fiscal years estimates.

In October, Tennessee collected $1.5 billion, which was $178 million more than the budgeted estimate and an increase of $125 million from what was collected in October 2021.

The largest collection came from sales tax, where Tennessee collected $1.14 billion. Thats above the $1 billion budgeted estimate and more than an 11% increase from the $1.02 billion collected in October 2021.

“October sales tax receipt growth, reflecting September taxable sales activity, made up 92% of the months growth from last year,” Tennessee Department of Finance and Administration Commissioner Jim Bryson said. “The largest retail sales gains for the month came from the categories of building materials and eating and drinking places. All other state tax categories combined experienced limited growth.”

The state collected $7.2 million more than estimated in mixed drink taxes for the month and $13.8 million more than estimated for the year.

Local Sales Tax Rates

The five states with the highest average local sales tax rates are Alabama , Louisiana , Colorado , New York , and Oklahoma .

No states saw ranking changes of more than one place since July. Most states whose rankings improved did so only in comparison to those that enacted more substantial local rate increases.

Arkansas went from 2nd to 3rd highest on its own meritalthough the actual change in its local average was quite small. Crittenden County takes some of the credit for this improvement, as it reduced its local rate from 2.75 to 1.75 percent. Yell County also reduced its rate, from 1.875 to 1.125 percent.

Missouri moved in the opposite direction, going from 13th to 12th highest. This shift can be traced back to Kansas City increasing its fire protection sales tax by 0.25 percentage points and Platte and Butler counties levying new 0.25 percent sales taxes to support law enforcement.

Ohio saw a 0.8 percentage-point tax increase in Hamilton County in October that tipped the scales to move the state from the 21st to the 20th spot.

Colorado saw changes that did not result in a new ranking. Even though Colorado Springs saw a local sales tax decrease from 3.12 to 3.07 percent, a Denver increase raised the states overall local average. Voters in the Mile High City chose to increase their local taxes by 0.5 percentage points to fund efforts to reduce the citys carbon emissions and to support homelessness relief programs.

Sales Tax Bases: The Other Half Of The Equation

Ranking Corporate Income Taxes on the State Business Tax Climate Index

This report ranks states based on tax rates and does not account for differences in tax bases . States can vary greatly in this regard. For instance, most states exempt groceries from the sales tax, others tax groceries at a limited rate, and still others tax groceries at the same rate as all other products. Some states exempt clothing or tax it at a reduced rate.

Tax experts generally recommend that sales taxes apply to all final retail sales of goods and services but not intermediate business-to-business transactions in the production chain. These recommendations would result in a tax system that is not only broad-based but also right-sized, applying once and only once to each product the market produces. Despite agreement in theory, the application of most state sales taxes is far from this ideal.

Hawaii has the broadest sales tax in the United States, but it taxes many products multiple times and, by one estimate, ultimately taxes 105 percent of the states personal income. This base is far wider than the national median, where the sales tax applies to 34.25 percent of personal income.

States With The Highest And Lowest Property Taxes

North Central Illinois Economic Development Corporation

Property tax falls under local, not state, jurisdiction. Median household property tax payments from analysis performed by the Tax Foundation as a percentage of median household income from the Census Bureau’s 2018 American Community Survey cites these as the counties with the most expensive property tax:

  • Essex County, New Jersey 16.86%
  • Passaic County, New Jersey 14.62%
  • Union County, New Jersey 12.70%

These Louisiana parishes hold the least expensive spots for property tax as a percent of income:

  • Assumption Parish 0%
  • Vernon Parish 0.45%
  • Grant Parish 0.68%

Louisiana carries some of the lowest property tax rates as a percentage of earned income because it offers a homestead exemption. This law allows the first $7,500 of assessed property values to forego having property taxes levied against them.

For reference, assessed home values represent 1/10 of the home’s actual value. For example, a $100,000 home would have a $10,000 assessed value. Therefore, Louisiana’s homestead exemption allows the first $75,000 of home value not to count toward calculating your property tax bill, which goes a long way toward lowering the percentage of income that goes toward these taxes.
