If you use the “Get Transcript” option on the IRS website, you can download your forms immediately. If you request a transcript by mail, it could take 5 to 10 calendar days for it to arrive at your address on file with the IRS. If you fill out Form 4506 to request an exact copy of your tax return, you can expect it to take up to 75 calendar days.

What Is Form 4506

Many taxpayers dont know the answer to the question what is Form 4506-C? since they might not even need the tax return copy from the IRS. Once the return is needed, these people can easily get confused. In short, Form 4506-C is also known as Request for Transcript of Tax Return. It must be filled by the taxpayer and sent to the IRS. The form may also be used to provide detailed information on your tax return to the third party if you need it. Your lender may ask you to provide the tax return information, and you have to send the form to the IRS.

The form allows the lender with the permission of the borrower to receive the information on the tax return. Apart from that, it can be used anywhere when financial information is required from you. The IRS Form 4506-C must be completed by the taxpayer and signed. You receive information on 1099 and W-2s forms youve filed to verify your ability to pay and confirm the total income. The answer sent by the IRS is official and can verify the information youve already provided about your taxes. Before 2021, taxpayers used the 4506-T form for this purpose.

Divorce And Family Law

IRS delays arent just causing financial problems. Many of my colleagues who practice family law have reached out to me about resolving divorce proceedings in the current climate. Typically, as part of a settlement or judgment, divorced or divorcing parties submit financial recordslike official IRS transcriptsas verification. In fact, I always urge my colleagues to review tax records before finalizing a divorce settlement or judgment since it can be more challenging to resolve tax matters afterward.

But remember those processing delays? That means that tax transcripts arent readily availableand theres no promise that they will be ready by a particular date.

Ive heard from multiple taxpayers where this has caused significant stress. In one case, a taxpayer had been legally separated from his former spouse for years when she decided to make things final. As part of the process, the taxpayer was ordered to prove that he was compliant with his federal tax obligations. There were a few problems, notably that the taxpayer had actually not been compliant before the matter went to court. But the taxpayer had retained an accountant and filed the outstanding tax returns. And then, like other taxpayers, he waited.

  • On August 20, 2021, the IRS announced their plan to modernize Form 4506-C also known as the IVES Request for Transcript of Tax Return. This blog post is a great resource for what the form is used for and how it works. We have been closely monitoring the changes the IRS has released for the form and have made a few updates this year, which include adding additional tax transcript functionality, as discussed in our 12/17/2021 as well as our 1/14/2022 blog posts, and making a few global mapping changes to ensure the form functions as intended.

Coming down the pipeline is another change from the IRS for Form 4506-C. The IRS posted a draft of a newer, cleaner version of Form 4506-C which will be required starting December 1, 2022. This version will work better with Optical Character Recognition programming to enhance the automated processing of Form 4506-C. Once the IRS posts the final version of the form, we will begin the process of updating our document. We anticipate the final version to be posted around mid-October.

The draft of the 4506-C posted on the IRS website is not a final version and more changes will likely be made. The IRS is currently accepting comments regarding this form. Directions for submitting comments are located here. Once a final draft has been submitted, we will begin the process of making changes to the document.

When Is A Signed Irs Form 4506

The IRS IVES Request for Transcript of Tax Return gives the lender permission from the borrower to obtain tax transcripts from the IRS.

Fannie Mae requires lenders to have each borrower whose income is used to qualify for the loan to complete and sign a separate IRS Form 4506-C at or before closing. EXCEPT that this requirement does not apply if all of the borrowers income has been validated by the Desktop Underwriter validation service. This aligns with the Selling Guide policy that does not require lenders to obtain tax transcripts as part of the quality control process in these cases. If all borrower income is not validated through the DU validation service, the lender must obtain the completed and signed IRS Form 4506-C. The lender has the discretion to determine at what point in the process it is obtained, understanding that the form is only valid for 120 days from the date of the borrowers completion/signature.

Some lenders may submit the Form 4506-C to the IRS to document borrower income, but the intent of this policy is to validate the income documentation provided by the borrower and used in the underwriting process.

Fannie Mae does not require lenders to obtain tax transcripts from the IRS prior to closing, but does require that obtaining tax transcripts be part of the lenders post-closing quality control processes, unless all borrower income has been validated through the DU validation service.

Tax season wrapped a few days ago for most taxpayers. Now comes the waiting game.

When it comes to the IRS, waiting isnt new. For years, weve complained about processing delays and gaps in response times on everything from petitions to correspondence.

But this year, it took on a completely different meaning.

On March 9, 2022, the Treasury Inspector General for Tax Administration released a report about the IRSs 2021 filing season. As of the week ending Dec. 28, 2019, the IRS had 183,000 paper tax returns waiting to be processed. By the same time in 2020, the agency had 3,540,486 paper tax returns waiting to be processedan increase of 1,835%. The numbers for amended returns were not any better.

The backlog only got bigger. In her report to Congress, the Taxpayer Advocate noted that the agency was behind before the 2021 filing season had even started.
