City Business And Fiduciary Taxes
ANNOUNCEMENT REGARDING 2017 BUSINESS, WITHHOLDING AND FIDUCIARY TAXES Beginning January 2017, the Michigan Department of Treasury will administer the City of Detroit’s Corporate, Partnership and Fiduciary income tax return processing and will collect and enforce Employer Withholding. This change will affect any taxpayer that is subject to these tax types.
Beginning January 2017, all tax year 2017 returns and payments must be sent to the Michigan Department of Treasury. DO NOT use prior year coupons to remit your 2017 Withholding to the Michigan Department of Treasury. See further instructions at the Michigan Treasury website.
All tax year 2016 Employer Withholding returns and payments must be sent to the City of Detroit, including the 2016 City of Detroit Income Tax Withheld Annual Reconciliation . All tax year 2015 and prior year Corporate, Partnership and Fiduciary returns are filed with the City of Detroit. More information about
Can I Use Someone Elses Bank Account To Pay My Taxes
You can do this through the Electronic Federal Tax Payment System. Youll need your information to verify your identity as well as the routing number and account number for the account youre paying from. As long as the account owner allows it, you can use someone elses bank account to pay your taxes, and vice versa.
Penalty & Interest Charges
- You will receive penalty on your individual income tax return/payment if not paid within the specified time due per The Revenue Act of 1941.
- Penalty is charged at 5% for the first two months and then 5% for each additional month thereafter up to a maximum of 25%.
- Interest is calculated by multiplying the current interest rate by the amount of tax you owe.
- You may request a waiver of penalty in writing. You are required to explain your reason for late payment of tax. You must submit supporting documentation and meet the reasonable cause criteria outlined in the Revenue Administrative Bulletin 1995-4 before a waiver of penalty will be considered.

Applying For An Installment Agreement
For installment agreements for 48 months or less, the taxpayer must sign and return the installment agreement . The agreement requires a proposed payment amount that will be reviewed for approval by the Michigan Department of Treasury. All highlighted areas of the form are required and must be filled in completely before your request for an installment agreement will be considered for approval. Failure to complete the required areas will result in a delay of processing and expose the taxpayer to continued collection efforts.
For installment agreements longer than 48 months, the taxpayer must complete a Collection Information Statement, listing their income, expenses, assets and liabilities. Contact Collection Services Bureau to request the form and additional information at 517-636-5265.

Installment agreements are subject to review and approval. Upon approval you will receive a confirmation letter indicating your monthly payment amount, the due date as well as pre-identified payment coupons to use for directing payments to the Collection Services Bureau. Payments must be made as proposed during the time that your installment agreement request is under review.
If your installment agreement is denied, you will receive instructions from the Collection Services Bureau on how to proceed.

Making Payments Before A Bill For Taxes Due Is Issued:
At this time you are not eligible for an Installment Agreement/payment plan. You may submit check or money order payments prior to receiving your “Bill for Taxes Due”. Use the Michigan Individual Income Tax Payment Voucher MI-1040-V and submit with your payment to the following address:

Tax Extensions & Receiving An Assessment
Filers requesting an extension must complete the Application for Extension of Time to File, also known as Form 4. Those who have already received a federal extension will qualify for a new state due date as well. Even those who don’t qualify for a federal extension may still qualify for a Michigan extension. If so, the treasury may extend the due date 180 days.
An extension to file is not an extension to pay. Tax payments will still be due on April 15 of the filing year. Unpaid balances will accrue penalties and interests even if an extension to file is granted.

Michigan Earned Income Tax Credit

Wayne County Kiosk Program
Wayne County Treasurers Office is accepting payments for delinquent taxes on the all-new DTE Kiosk Network. Taxpayers can make payments and look up account details, research tax information, pay with check, cash or credit card — and also pay your DTE Energy bills. The kiosks are located in Rite-Aid stores and several other locations throughout metro-Detroit. Although the majority of the 21 kiosks are currently located in Detroit, the network will be expanding. Michigan 529 Contributions Deduction
Contributions to Michigan Education Savings Program , MI 529 Advisor Plan , and Michigan Achieving a Better Life Experience Program 529 accounts may be deducted. Deductions for these contributions are capped at $10,000 for single filers and $20,000 for joint filers. For the MESP and MAP accounts, the maximum deduction is $5,000 combined for a single taxpayer and $10,000 combined for couples filing jointly. The same cap applies to MiABLE accounts.
Homestead Property Tax Credit
If you own property in Michigan and live in the state at least half the year, you may be eligible for the homestead property tax credit. The credit is available for taxpayers who have total household resources below $60,600.
Total household resources include income, capital gains, and other money you have received. See page 27 of the instructions for the Michigan 1040 form for a full list of whatâs included in total household resources.
If the taxable value of your property exceeds $136,600, youâre not eligible to receive the credit.

Michigans 6% use tax is applied to the purchase/sales price of a transaction in which taxable services are acquired. In some instances taxable and exempt property and/or services are combined into a single mixed transaction. When that situation occurs, the predominate nature of the transaction must be determined.
Payment For A Tax Due Return
You may choose a direct debit from a checking or savings account when the return is e-filed and supported by the software. A direct debit is a tax payment electronically withdrawn from the taxpayer’s bank account through the tax software used to electronically file the individual income tax return. Submitting the electronic return with the direct debit information provided, acts as the taxpayer’s authorization to withdraw the funds from their bank account. Requesting the direct payment is voluntary and only applies to the electronic return that is being filed.
