States That Do Not Tax Pension Income

Pensions, also known as defined benefit plans, are less common today than they were in decades past. Less than 14% of working-age people had a defined benefit or cash balance plan in 2020, according to The U.S. Census Bureau.

If you’re among the lucky few who still have a pension, there are 14 states that do not tax the income you receive from it.

Among the states that tax pension income, several exclude a certain amount of pension income from taxation. In Arizona, for example, up to $2,500 worth of pension income from the state, its political subdivisions or the federal government is sheltered from state income taxes.

Some states impose an age restriction on pension income tax exclusions. In Delaware, for example, you must be at least 60 years of age to qualify for an exclusion of up to $12,500.

Finally, while Alabama and Hawaii don’t tax pension income, they do tax retirement income from 401s and IRAs.

The goal of the Kentucky Public Pensions Task Force was not just to find a way to deal with the existing problems but to also look for a long-term solutiona way to keep the states retirement promises affordable and sustainable. The approach chosen by policymakers included adopting a new retirement plan designa cash balance planfor those hired after Jan. 1, 2014. This hybrid approach to retirement savings combines aspects of both a traditional pension and an individual retirement account.6 Workers put money into individual accounts each year, as do their employers. The retirement plan professionally manages these investments and guarantees an annual return of at least 4 percent. If long-term returns exceed the guaranteed 4 percent, then the extra returns will be shared between employees and a rainy day fund within the pension plan to cover years when returns fall below the guarantee. And when a worker is ready to retire, the money in his or her account is converted to lifetime income in the form of an annuity.

The states new hybrid approach provides a more predictable cost structure than the current plan by reducing the number of assumptions that policymakers must make to accurately project costs. Assumptions about employee turnover and salary growth, for example, are not required in a cash balance plan, because employee benefits accrue smoothly and are not based on a formula.

    The New Jersey homestead rebate is a property tax benefit available to New Jersey homeowners who are at least 65 years old. The rebate is based on your income and the property taxes you have paid in prior years. For example, the rebate paid to seniors in 2019 is based on 2017 gross income and 2006 property taxes. The program was frozen in May 2020 in the midst of the COVID-19 pandemic and then restored in Oct. 2020. The 2021 property tax credits are based on income and property taxes paid for tax year 2017.

    If your 2017 New Jersey gross income was $100,000 or less, the benefit is equal to 10% of your 2006 property taxes up to a maximum of $10,000. If your 2017 New Jersey gross income was between $100,000 and $150,000, the benefit is equal to 5% of your 2006 property taxes up to $10,000. Homeowners with 2017 gross income above $150,000 are ineligible for this program.

    Kentucky has a fairly large number of retirement systems for it public employees, with eight offerings across all different jobs.     On the other hand, the states average state and local sales tax rate is 8.52% and property taxes are likewise fairly steep. The average effective property tax rate in New York State is 1.69%.

    Taxes On Retirement Benefits Vary From State To State

    Nine states currently have no tax on regular or retirement income: Mississippi, Nevada, New Hampshire, Pennsylvania, South Dakota, Tennessee, Texas, Washington or Wyoming. Other states can treat retirement income taxes very differently.

    For example, Tennessee will stop taxing all forms of retirement income entirely in 2021. The Hall tax on bond and note interest and stock dividends will be wholly repealed at that time. Oregon taxes most retirement income at the top rate while allowing a credit of up to $6,250 for retirement distributions.

    What Is The Georgia Homestead Exemption

    The Georgia homestead exemption is available to every homeowner who occupies his or her home as a primary, permanent residence. It exempts the first $2,000 from the 40% assessed value from property taxes. Seniors age 65 or older may be eligible for a double homestead exemption. To qualify, the applicants total household income, not including Social Security and pension income, cannot exceed $10,000 annually.

    Other forms of property tax relief for retirees in Georgia include an exemption of all property value accumulated after the base year in which a senior age 62 or older applies.

    So if your home is worth $80,000 when you apply and the value grows to $100,000 the next year, you will only pay property taxes on that first $80,000. If the property value grows to $150,000 over the course of the next seven years, you will still only pay taxes on the first $80,000. To qualify, household income must not exceed $30,000.

    At $45,000, you’ll be taxed on up to 85% of your Social Security benefits. This doesn’t mean 85% exactly, because it’s a formula, so it may be less. Based on all of this information, you’ll pay taxes on $15,350 of your Social Security benefits. That means your income will be $60,350 .
