Alameda County Hikes Sales Tax to Highest in State

In most states, essential purchases like medicine and groceries are exempted from the sales tax or eligible for a lower sales tax rate.Alameda County doesn’t collect sales tax on purchases of most groceries. Certain purchases, including alcohol, cigarettes, and gasoline, may be subject to additional California state excise taxes in addition to the sales tax.

Note that in some areas, items like alcohol and prepared food are charged at a higher sales tax rate than general purchases. California’s sales tax rates for commonly exempted categories are listed below. Some rates might be different in Alameda County.

What Is The State Tax In Alameda County

Alameda County residents now have the highest county sales tax rates in the state. Effective July 1, Livermore, Dublin, Sunol and Pleasanton tax rates will raise to 10.25%. Six other Alameda County cities, including Alameda, Albany, Hayward, Union City, Newark and San Leandro, saw their rates rise to 10.75%.

California Sales Tax: Where Does The Money Go

As mentioned above, the California sales tax is 7.25%. All cities must collect at least this much in sales tax. Only 6% actually goes to the state though. The remaining 1.25% goes toward county funds. Lets take a look at where that money is going.

The states 6% goes to a few different places. The majority of that money, 3.9375%, goes to the general fund that Californias government uses to finance itself. Another 1.0625% goes toward a Local Revenue Fund that the state established in 2011. The money in this fund pays for public safety programs and services. The remaining state sales tax revenue is split between two funds. A Local Public Safety Fund gets 0.5% to support local criminal justice activities. A Local Revenue Fund, which supports health and social service programs, gets the final 0.5%.

The remaining 1.25% of the California sales tax is a county tax. The entire state must pay this tax and the money all goes to county and/or city governments. The 1.25% breaks down into two different funds. County or city operational funds gets 1%. The last 0.25% goes toward county transportation funds.

Through Measure C, the county sought to authorize an additional 0.5 percent sales tax for 20 years to raise money for the Children’s Health and Child Care for Alameda County Fund. It passed with 64 percent of the vote.

Measure W instituted a 0.5 percent sales tax for 10 years to generate an estimated $150 million annually for housing and services to address homelessness in the county. Supporters of Measure W eeked out a win with the narrowest of margins: 50.09 percent of the vote.

Several Bay Area freeway bridges will be repaired or replaced using that money.

Projects already approved include interstate Interstate 580 over Broadway in Oakland, I-680 in Walnut Creek, and I-80 in Fairfield.

The sales tax in Alameda County increased by 1% effective July 1 upon implementation of two tax measures approved by voters last year.

The new sales tax rate in Pleasanton, Livermore, Dublin and Sunol, as well as most other parts of the county, is now 10.25%. Some cities — which have their own local sales taxes like Alameda, Emeryville and Hayward — now have a tax rate of 10.75%.

The tax increase is the result of Measure C from March 2020 and Measure W from November 2020, which were both on ballots countywide.

Measure C raises sales tax by 0.5% to fund childcare, preschool and early education programs plus pediatric health care it passed with 64.35% of the vote. Measure W, also 0.5%, funds essential county and social safety net services after passing with 50.09% of the vote.

The Alameda County Taxpayers Association notes that as a result of its lawsuits challenging the tax increase, the county must keep the new tax revenues in escrow accounts and refund taxpayers if they win in court.

Sales Tax Rates Rise Up To 1075% In Alameda County Highest In California

ALAMEDA COUNTY As of Thursday, sales tax rates in Alameda County have gone up, pushing them to the highest in the state. While the money is now getting collected, a taxpayers’ group is still fighting to stop it.

“Well, you can see the number up here is $69.99, which is what I thought I was going to pay,” said a Dublin shopper named Robert, who was buying a television for his mother. “Obviously, I knew that was gonna be some tax.”

In Dublin and through much of the county, that would be the new rate of 10.25%.

“I was surprised by the amount of that tax,” Robert said.

It would have been higher, if he had done his shopping at the same store in Union City.

“$2.15, for a $20 mouse,” said Kathy. “Pretty ridiculous.”

Union City is among the six Alameda cities with a sales tax of 10.75%. That means they all share the distinction of having the highest sales tax in California, at least for the moment.

Other cities with 10.75% sales tax rates include Alameda, Albany, Hayward, Newark and San Leandro.

“So that’s what we’re challenging, is that the county is intentionally trying to get around Prop 218, that requires a 2/3 voter approval,” explains attorney Jason Bezis.

The Alameda County Taxpayers’ Association is challenging the sales tax hike on multiple grounds, so the additional taxes now getting collected cannot be spent.

“Most customers, they say ‘Oh really,'” Liu said. “So it seems they did not get the notice, they did not know about it.”

What The Measure Would Do

Measure W would add an additional 0.50% sales tax in Alameda County. The current rate is 9.25% if the measure passes, the new county rate would be 9.75% . Measure W is expected to raise $150 million per year and would expire in 2031. Since it would be a general tax, all of its revenues would be deposited into the countys General Fund. However, the county intends to use the revenues to fund programs that serve county residents without homes, according to the recommendations of the Home Together 2020 Plan.1 Funded programs would include rapid rehousing, ongoing rental subsidies, expanded emergency shelters and permanent supportive housing in certain cases. The county plans to allocate funding from this measure to cities and unincorporated areas based on their population of people without housing, as determined by the upcoming 2021 Point-in-Time count, but the measure would not legally require the funds to be used in this way. The measure also would establish a citizen oversight committee, which would review independent audits of the use of the funds and report annually to the Alameda County Board of Supervisors.
