The 10 Most Regressive State And Local Tax Systems

Ten states Washington, Texas, Florida, South Dakota, Nevada, Tennessee, Pennsylvania, Illinois, Oklahoma, and Wyoming are particularly regressive, with upside-down tax systems that ask the most of those with the least. These Terrible 10 states tax their poorest residents those in the bottom 20 percent of the income scale at rates up to six times higher than the wealthy. Middle-income families in these states pay a rate up to four times higher as a share of their income than the wealthiest families.

Does Living In A State With No Income Tax Save Americans Money

State governments use taxpayer dollars to fund road maintenance, law enforcement agencies and other public services. The funding for those services typically comes from three key areas: property taxes, sales taxes and income taxes.

States without a personal income tax might ask residents and visitors to pay more sales tax on groceries, clothes and other goods, as is the case in Washington. A 6.5 percent state sales tax combined with city and or municipal sales tax rates result in a sales tax of up to 9.29 percent. The Tax Foundation puts the states total tax burden at 9.8 percent, making it the 24th most affordable state, the least of any state with no income tax and behind other areas that do charge the levy, including Indiana, South Carolina, Utah and Missouri.

Pump prices in Washington are also among the highest in the country, in part because of a high gasoline tax. As of 2021, Washington charges 49.4 cents per gallon in gas taxes and fees, the third-highest in the country behind Pennsylvania and California, according to The Energy Information Administration.

Florida relies on sales taxes and has the 24th most affordable combined state and average local sales tax rate in the nation, while its property taxes are above the national average, according to the Tax Foundation. Tennessee has the highest average combined sales and local tax rates in the country, at 9.55 percent.

What State Has the Lowest Overall Taxes for Homesteaders?

With an estimated six people per square mile, Wyoming is the second least densely populated state, bested only by Alaska, which has roughly one human being for every square mile. Citizens pay no personal or corporate state income taxes, no retirement income taxes, and enjoy low sales tax rates. The total tax burdenincluding property, income, sales, and excise taxes as a percentage of personal incomeis 6.14%, ranking the state third lowest.

Like Alaska, Wyoming taxes natural resources, primarily oil, to make up for the lack of a personal income tax, according to reporting in the Cowboy State Daily. The state ranks an average 33rd in affordability and 35th on the U.S. News & World Report list of Best States to Live In.

In 2019, at $16,304 per pupil, Wyoming was one of the highest spenders on education in the western U.S., second only to Alaska. It also earned a grade of A for its school funding distribution in 2015, the best on this list.

Wyomings healthcare spending in 2014 was more moderate by comparison, at $8,320 per capita. Although Wyoming hasnt received an official letter grade for its infrastructure yet, the ASCE found that 6.9% of its bridges are structurally deficient and 99 of its dams have a high hazard potential.

Zero Personal Income Tax Model

At least 8 states in the USA, including Alaska, Florida, and Texas, use a zero income tax model that does not require their residents to pay any taxes on their wages. However, this does not mean you get to enjoy a tax-free life as a freelancer in one of these states. States that use zero income tax modes still levy other tax types such as property taxes and sales taxes.

In some cases, these other taxes are much higher than what you pay in other states, so your tax burden is still relatively high.

Social Security Benefit Taxation By State

Out of all 50 states in the U.S., 38 states and the District of Columbia do not levy a tax on Social Security benefits. Of this number, nine statesAlaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington, and Wyomingdo not collect state income tax, including on Social Security income.

Out of the nine states that do not levy an income tax, New Hampshire still taxes dividend and interest income.

Residents of Alaska have a zero percent income tax. However, the cold likely keeps many Americans from moving to Alaska.

As a Los Angeles financial planner, I’d like to point out that California ranks 42out of 50 in terms of low taxes. The state is 30th in terms of property taxes. With the tax savings benefits of Prop 13, relative to property values, the property tax burden in California is much more competitive than its ranking would imply. However, California has the country’s highest nominal tax rate of 13.3% its residents are only hit with the ninth overall tax burden. The income-tax number is high, but the actual tax rates for more median-income households are not as high as in other states.

State and local governments seeking to fund public services have historically relied on three broad types of taxes: personal income, property, and consumption . New Hampshire does not tax earned income but does tax dividends and interest. New Hampshires Senate passed legislation to phase out the investment income tax by 1% per year over five years, with full implementation by 2027. The state has no state sales tax but does levy excise taxes, including taxes on alcohol, and its average property tax rate of 1.86% of property values is the third highest in the country.

Even so, New Hampshires total tax burden is just 6.84%, according to WalletHub, ranking the state fifth in the nation. The state ranks fourth on the U.S. News & World Report list of Best States to Live In and 38th in the nation for affordability.

Although New Hampshire spent more on education than any other state on this list at $17,462 per pupil in 2019, its outlay was among the lowest in the northeastern region of the U.S. Additionally, in 2015 it earned a grade of D from the Education Law Center for its school funding distribution.

New Hampshire received a marginally better grade of C- for its infrastructure in 2017. At $9,589 per capita in 2014, its healthcare spending is the ninth highest in the nation.

The incidence of a tax is a measure of which entity pays the tax. But there are two very different types of tax incidence: legal incidence and economic incidence.

The legal incidence of taxes is borne by those with the legal obligation to remit tax payments to state and local governments. Legal incidence is established by law, and tells us which individuals or companies must physically send tax payments to state and local treasuries.

The legal incidence of taxes is generally very different from the final economic burden. Because taxes influence the relative prices facing individuals, they lead to changes in individual behavior. These tax-induced changes in behavior cause some portion of the economic burden of taxes to be shifted from those bearing the legal incidence onto others in society. For example, the legal incidence of corporate income taxes typically falls on companies.
