How To Appeal Your Property Taxes In North Carolina
The state of North Carolina allows you to appeal to your home’s appraised value. The first step is to consult your local tax office, where you can solve the dispute without the need for a formal appeal. However, if you disagree with the tax office, you can file your appeal with the local Board of Equalization and Review. The Board sits during the first week of April. Decisions made by the local Board can be further appealed to the State Board of Equalization and Review, commonly known as the Property Tax Commission. A successful appeal can lower your North Carolina property taxes.
An appeal with either Board is formal. Both the appellant and the County are given a specified amount of time to present their case before the Board.

What Property Taxes Are Owed Each Year
North Carolina taxes three kinds of property: real property, personal property, and motor vehicles. Real property is what you would consider land and the buildings on that land. Real property can be classified as residential, commercial, agricultural, industrial, or special purpose.
Personal property is assets that are not real estate. The biggest distinguishing factor is that personal property is movable and not fixed in place.
Registered motor vehicles also pay property tax. Your vehicles tax bill will be part of its annual registration as part of the Tag & Tax Together program. Youll receive a notice 60 days prior to registration expiration, and it is due by the 15th of the month following registration expiration.
Property taxes are paid by the party that owned the property as of January 1 that tax year. Even if the property transfers ownership on January 2, the tax office still holds the January 1 owner responsible for paying the taxes any agreement to prorate taxes is an agreement between the buyer and seller. Expect to receive your real property tax bill during July. Property taxes are due September 1 but can be paid as late as January 6 without interest or penalty.

In Orange and Durham Counties, information on land, buildings, other real estate and motor vehicles registered in North Carolina is kept by the county tax office and automatically billed for property tax purposes. This information is available on the county website.
Residents are required to report to the county tax office by January 31 each year their taxable personal property Motor vehicles need not be reported to the County for property tax purposes if already registered with the State. A resident of North Carolina who owns a motor vehicle here is required to register the vehicle with the NC Division of Motor Vehicles and to pay Town and County taxes on the vehicle.
Property taxes on real estate and certain personal property other than motor vehicles are billed in the summer each year and include Town of Chapel Hill taxes, County taxes and, for residents of the Chapel Hill-Carrboro school district in southeast Orange County, a supplemental School District tax. Property taxes must be paid by January 5th to avoid penalties.

City Of Brevard Tax Bills
Just a reminder that beginning with the 2019 tax bills, the City of Brevard began collecting taxes for the City of Brevard and Heart of Brevard districts. If your property is located in either of these districts, you will continue to receive two tax bills one from Transylvania County and one from the City of Brevard.

North Carolina Income Taxes
North Carolina moved to a flat income tax beginning with tax year 2014. For tax year 2021, all taxpayers pay a flat rate of 5.25%. That rate applies to taxable income, which is income minus all qualifying deductions and exemptions, as well as any contributions to a retirement plan like a 401 or an IRA.
In North Carolina, taxpayers can claim itemized deductions for charitable contributions, mortgage interest and property taxes. The deductions for the latter two categories cannot exceed $20,000. How Does North Carolina Real Estate Tax Work
State statute provides several thousand local governmental units the power to impose real estate taxes. Most often, the taxes are collected under a single assessment from the county. Every entity then receives the tax it levied. Along with collections, real estate taxation includes two more overarching functions which are creating property tax levies and carrying out appraisals.
Accorded by state law, the government of your city, public schools, and thousands of various special purpose districts are empowered to evaluate real estate market value, set tax rates, and levy the tax. As recognized legal governmental entities, theyre run by elected officials or appointees. They perform their duties in a discrete locale such as within city limits or special purpose units including watershed zones, water treatment plants, and fire districts.
The citys conduct of property taxation must not disregard the states constitutional regulations. Taxation of real estate must: be equal and uniform, be based on up-to-date market value, have a single estimated value, and be considered taxable if its not specially exempted. Taxpayers must also be given a reasonable notification of rate increases.
Within those confines, the city determines tax rates. As will be covered later, estimating property, billing and taking in payments, conducting compliance tasks, and working out disagreements are all reserved for the county.
How Do I Figure The Property Tax For My Home
To determine the property tax on your North Carolina home, you’ll need to know a few pieces of information. First, find the assessed taxable value for your residence. Next, find the total number of mills in your local tax district.
Once you know these numbers, you take the total number of mills and multiply by 1,000 to calculate the mill rate. You will multiply the assessed taxable value by this calculated property tax rate.
Tax rates vary based on the taxing authorities assigned to the address. You can have taxes for the individual municipality, school districts, fire departments, and the county.

How North Carolina Property Taxes Work
North Carolinas property tax is ad valorem, which means that it is based on the value of property. A county assessor determines the value of a property and is required to revalue a property at least once every eight years. The goal of the reappraisal is to determine the current market value of the property.
Since that reappraised value will affect a homeowners taxes for as many as eight years, it is important for homeowners to ensure that the value is accurate. An appraisal that is too high can mean nearly a decade of over-taxation.
If you disagree with your revaluation in North Carolina, you can appeal to the local Board of Equalization. It is also common to contact local officials before filing an official appeal to see if the issue can be settled informally.
Barring an appeal, the local tax rate applies to the assessed value determined by the county assessor. Seniors may be eligible for the homestead property tax exemption, which reduces their home’s assessed value by the greater of 50% or $25,000. In 2020, seniors with a total income of $31,000 or less were eligible for this exemption.
How To Calculate A Tax Bill
Pursuant to North Carolina law, property is appraised at 100% of fair market value. In North Carolina, property tax is the primary source of revenue for local governments. In FY2020, property tax represented 57.73% of Henderson County revenues.
Henderson County does not keep all property tax dollars collected. To streamline billing and collection processes, Henderson County bills and collects property taxes on behalf of all volunteer fire departments and for the portion of the Town of Saluda that lies within Henderson County. The other municipalities bill and collect property taxes on behalf of their citizens. Property tax collected by these municipalities are based on valuations provided by the County Assessor.
For those entities that Henderson County does bill and collect for, the tax liability is a combination of tax rates for each applicable entity. For example, a property residing within the Fire District of Valley Hill will have two separate tax rates represented on the tax bill . Both rates will be totaled to calculate the tax liability due.
For those entities that Henderson County does not bill and collect for, two separate tax bills will be received by the property owner: the tax bill for Henderson County and the tax bill for the entity that the County does not bill and collect for. For example, a property residing within the City of Hendersonville will receive two tax bills: one for Henderson County and a separate bill from the City of Hendersonville.

2022 Orange County property tax bills were mailed on August 4, 2022. Expect to receive your bill in the first week of August 2022. 2022 taxes are due September 1, 2022 and should be paid by January 5, 2023, to avoid delinquency.
Interest in the amount of 2% will be added to the amount past due on January 6, 2023 and additional interest in the amount of 0.75% is added at the first of each month that the taxes remain unpaid per North Carolina General Statutes 105-360.
