“If you have a $200,000 home for instance and $100,000 is land and $100,000 is improvement, then you would have need to incurred $15,000 dollars worth of damage to qualify,” explained Wiggins.
People have to apply by May 28th and that is through their county’s appraisal district.

And heres a Nerf football that has been crammed into a hole in the masonry as a temporary plug.
But theres a problem, the panel notes: many of the photos are identical to the ones the couple had submitted three years ago. And when the Lawlesses are questioned by the appraisal district representative about some of the damages, they admit that some of them have been repaired. The rep asks that the panel consider tabling the hearing until an appraiser can visit the site and see for themselves.
I dont know why you would represent something to us that wasnt true, the panel chair says to the Lawlesses. That concerns me a little bit. Still, the panel decides to press ahead, voting 30 to slightly lower the market value to $1,190,000. It pays to be Lawlessjust not much.

One Homeowner’s Success Story
Diane Flores has lived in her Mesquite home for 26 years. At one point, her taxes were around $2,000 but they’re now around $7,000.
“When I see the property taxes, I just know I’m not going to get scared, I try not to panic because I know Im going to protest, I know Im going to fight this,” said Flores.
She protests every year and always encourages her neighbors to do the same.
“If you protest trust me, you will get some kind of reduction, Ive always been successful,” said Flores based on her experience. “Theres not one year that I can think of that they blew me off and said, No.
While the area around her may be growing, her house hasn’t and from the outside, her bricked two-story home gives one appearance, but on the inside repairs are needed.
“Our properties are being taxed assuming that weve updated all of our homes, assuming that I have a new ceiling that I have granite countertops, that Ive updated my bathrooms and I dont have brass doorknobs throughout the house. All of that needs to be taken into consideration,” said Flores.
She documents every room in detail when she protests, but she said she doesn’t release all of it at the same time.
She said her roof still has popcorn ceilings, there are floors that need to be replaced, windows that are separating from the edge and creating moisture, and a long list of other renovations, that can’t be taken care of all at once.
“You have to prove it you have to show pictures you have to let them know,” said Flores.

Texas Homeowners Reeling After Property Tax Appraisals Skyrocket
COLLIN COUNTY – Some new numbers are painting a clear picture of how hard North Texas homeowners are getting hit by skyrocketing property tax appraisals.
CBS 11 News has learned that Collin County expects a record of 100,000 homeowners to protest their appraisals. A county commissioner we spoke with says it’s the smart thing to do if you need financial relief.
A broken sprinkler system outside his home in Lucas, Texas is the least of Marc Sherrin’s concerns after opening the mail. Looking at his statement he said, “We owe $75,000 more than last year looks like. We’re going to have to protest again.”
Sherrin and his family live in a small Collin County town where the price of the average home is already steep — at $600,000. But appraisals this year, like the one he received in the mail, are up more than 30% across-the-board which makes the median home value now more than $900,000.
“I’m just kind of at my wits end,” Sherrin said. “I don’t know what to do.”
The cities of Prosper, McKinney, Frisco, and Celina are all reporting home appraisal values above 30%, according to new numbers recently provided to County County leaders.

“It’s just astonishing, it’s flabbergasting the amount of the increases,” said Collin County Commissioner Darrell Hale. Unfortunately Hale says the increases may continue for several years.

Collin County Appraisal Districts property tax protest deadline is May 15 or 30 days after the appraisal district mails the notice of 2020 assessed value. The protest deadline is the same whether you are protesting or hiring a property tax consultant to protest for you. The protest is your opportunity to review and correct the computer-generated estimate of value from Collin County Appraisal District.
2020 notices of assessed value are NOT available on Collin County Appraisal Districts website on April 25, 2020. Collin County property owners are strongly encouraged to file a protest NOW or at least prior to the May 15th protest deadline. Collin County reportedly plans to send notices of assessed value on May 15th. However, if Collin County Appraisal District does not send you a notice, or it gets lost in the mail, you lose your right to appeal unless you have filed a protest by May 15th. How To Protest Property Taxes In Collin County
According to the Collin County Appraisal District, you must file a written protest no later than May 31 or 30 days after the Collin County appraisal district mailed a notice of appraised value to you, whichever date is later. Note that the deadline is 30 days after the Collin County appraisal district mails the notice, not its receipt. There are exceptions.

In the DFW market home prices were up 27% from January 2021 to January 2022 according to a March report by S& P CoreLogic Case Shiller Home Price Index, which many consider more reliable than sales data from real estate agents. The Case Shiller report notes this is the fastest growth ever recorded by its index for North Texas. How Do I Protest
In Texas, everybody has the right to protest their property tax appraisal. This can be done online, by mail or drop off depending on your county.
You have the right to protest as a property owner and what I ask people to do is, do your research, do a little bit of homework. I know the knee jerk reaction is to go ‘Oh my gosh my value couldnt be this high,’ but if you actually go talk to realtors because the value has gone up since Jan 1. because that is what our market is just doing right now,” said Cheryl Jordan, director of community relations at the Dallas Center Appraisal District.
In Dallas County for example, because of the pandemic, people either have to file electronically through the uFile system that’s found through an individual’s online account, mail it in or drop it off.

Texas legislators will host a property tax hearing on Wednesday at the University of Texas at Arlington, , Rosebud Theater, 300 W. First St. in Arlington.
Expert testimony begins at 8 a.m. Members of the public can sign up to speak at 10 a.m. for three minutes. If youre submitting written testimony, bring 20 copies.
The Property Tax Reform and Relief select committee of the state Senate is studying property taxes, including the appraisal system, and recommending ways to promote transparency, simplicity and accountability by all taxing entities.

Youre Responsible For The Burden Of Proof For Property Value
A Texas law now prohibits the chief appraiser from increasing the appraised value of the property in the following tax year unless the increased value is reasonably supported by SUBSTANTIAL evidence or by presenting evidence showing that an inequality in the appraisal of property was correct. The burden of proof is on the chief appraiser to support an increase under these circumstances. If the District canât present substantial evidence, your value cannot be increased.

Calculating Property Taxes In Collin County
Property taxes are calculated based on assessed value each year. Rates vary based on the taxing entities associated with each property, including the city, school, and water district. For estimating purposes, we will use a tax rate of 2.5% or 0.025 per $100.
Lets use a home with an assessed value of $650,000 in Frisco and Frisco Independent School District as an example. Using the tax rate above, the homeowner could pay $16,250 in estimated property taxes to Collin County.
Keep in mind that property taxes will vary each year. This estimate does not account for factors such as taxing entity boundaries, exemptions you may qualify for, and other factors.

Find Out Your Homes Current Value
The first thing you need to know is the current value of your home. If homes similar to yours are selling for 250K and your appraisal value is at or less than 250K then you may not be able to make the case that your property value should be lowered.
To find out current value ideally you should get an appraisal from a licensed appraiser, but this will have a cost associated with it. Price will vary based on location and size of property but be thinking in the $300-$500 range.
You could get a Comparative Market Analysis from a competent REALTOR. It includes the same basic information as the appraisal, but doesnt carry the same weight before the appraisal review board. Offer to compensate the REALTOR for their time if you choose to go that route.
If your homes current tax appraisal is at or below its current appraised value then you probably would not win an appeal based on value. There may be an exception if your home has some major defect that negatively impacts its value, such as a foundation that needs to be repaired or a roof that needs to be replaced.
